What is a land resource management plan (LRMP)?
The LRMP is a roadmap for managing change and shaping the future. It fuses findings from community outreach with data and local analysis to create a framework for proactive decision-making.
What are the key components of the LRMP?
Will County’s LRMP is organized into two core parts that work together to guide future growth and decision-making. This project focuses on modernizing and updating those two components, described below:
1. The ‘Policy Gateway’ is the first volume of the LRMP. It establishes Will County’s priorities, goals, and objectives, serving as the guiding compass for long-term planning, policy, and investment decisions.
2. The ‘Forms & Concepts Handbook’ outlines preferred development patterns, clarifies what appropriate growth looks like, and provides a clear blueprint for how land use should and should not occur in Will County.
How will the plan get used?
The adopted LRMP will serve as a tool for decision makers. It often comes into play when deciding how to allocate County resources and with policy decisions that shape quality of life. Both the planning process and outcome (the document itself) initiate proactive discussions to avoid reactive debates when issues arise.
What topics will the plan cover?
The plan will address topics including land use, character, transportation, sustainability, open space, growth management, economic trends, and implementation. For the purposes of this project, we have organized these topics into the following categories:
- Housing & Development
- Economy and Employment
- Agriculture & Rural Character
- Open Space & Environment
- Transportation & Infrastructure
- Regional Coordination
How will plan priorities be determined?
Priorities are shaped by findings from: (1) public input to understand shared goals, (2) analysis of data and County conditions, and (3) experience and expertise of the planning team. Insight and input from Will County residents, stakeholders, organizations, staff and County Boards & Committees will inform the big picture and guiding principles of GUIDE WILL.
Who is involved in the planning process?
First and foremost, the Will County residents, leaders and stakeholders! This is your plan and we hope to have participation from as many residents, business owners, and organizations as possible. County staff and the Project Committee are taking the lead of the planning process, with technical assistance from our consultant, Teska Associates, Inc.
